A reduction percentage is normally based on the unreduced base amount. Ten percent reduction means adding 10 units of reducer for every 100 units of base, producing 110 total units.

How to do the math yourself

Reducer amount = base amount × reduction percentage ÷ 100. Final mixture = base amount + reducer amount. Reducer share of the final mix is reducer ÷ final total × 100, which is lower than the stated reduction percentage.
